Oven Fans won't turn on

GE PT956SM4SS. My oven fans WB26X10264 won't turn on causing excessive heat. I tested the fans and they do work. I shorted the limit switch WB24T10060 and it did not help either, I understand there is bi-metal switch WB24T10127 but my oven does not seem to have one. I also replaced the main board. What else could cause that?
