GE: GTS22WC

cooling fan runs but don't think compressor is running because there is no cooling. How can I determine what is wrong? I am looking for a manual so I can troubleshoot. It is my second refrigerator in the garage so I don't want to spend much money to fix Several years ago I replaced the computer like plug in part that you open a small compartment on the back to install. It was about a hundred dollar part. The refrigerator is no good in the winter because it doesn't work when it becomes cold in the garage, Ig I can get a diagnosis of whether it is worth repair let me know. Thanks, Dean
