Dacor ECS230B

This double wall oven was deinstalled at one home and brought to the present location. The control panel appears to light up etc. but the 135 deg F pre-bake mode never cuts off into full baking mode. The same behavior for broiling and convection baking etc. No heating source appears to heat get warm. Meanwhile neither the upper or lower lights function, I went on line and saw recommendation for reseting the thermal switch. It did not seem like that was the issue and indeed it made no difference. I'm wondering what to try next.
