Err turn surface burners off

We have a General Electric Range CGS990SET3SS. We have been getting the..."Err turn surface burners off" indication on my control touch screen. everything is in the off position. Have reviewed other sites and they say to remove/replace power, cycle the lockout and/or replace the control board. We have tried all three and still get the same error indication. Even troubleshot the ignitor switches on the control valves. Where does the "Err turn surface burners off" sensor or switch originate from? With the error code on I can still use the burners and the upper broiler, the lower convection oven will not work with the touch screen, nor do any touch screen buttons, except the lockout will cycle and just beep and give the same indication. Need some help on this please.
