constantly running/freezer reaches at approx. 12 degess max.

I have replaced the run capacitor/ freezer temperature control/ replace the defrost capacitor/cleaned and inspected the doors rubber seals/ inspected the freezer fan-runs /compressor works. cleaned bottom coils/; noticed the freezer coil will build some ice on upper right side of the coil. Now I am wondering if the refrigerator needs freon? but don't know what type of freon it needs. I am lost need some assistance ....
